Tax Rates

The governing body (city council, school board, county commissioners) of each taxing entity sets the rates for their jurisdiction. The taxing units decide what services they will provide in the coming year and how much money they will need in order to provide those services. Each taxing unit adopts a tax rate that will raise the needed tax dollars.

The staff in the Deeds and Exemptions department can help with the name change on a property. Paperwork such as a recorded deed or a probated will is required in order to make the transaction. You can mail, fax, email, or come in person to our offices in order to process this change.

Subdivision maps, lot maps, and aerial maps can be printed for a fee at our office. We do not have access to building blueprints or property surveys. For property surveys, you may check with your mortgage company and see if they may be able to provide you with a copy if they have one on file. There is NO FEE associated with the filing of a protest. You may get solicitations from companies offering to file a protest on your behalf, however, most homeowners can manage the appeals process on their own. What is a rendition?

  • A rendition is a confidential report that lists business personal property (BPP) assets that are used for the production of income. Each year in early January, as a courtesy to property owners, the El Paso Central Appraisal District (CAD) mails a rendition form to most businesses. The rendition must be submitted to the CAD by April 15. However, on written request the deadline will be extended to May 1. Failure to file the rendition on time will result in a ten percent penalty that will be applied to your total tax amount. Note that you must render each year, rendering your business personal property is not a one time thing.

How to file/submit a rendition

  • Business Personal Property (BPP) is tangible personal property that is used by a business for the production of income. Some of the most common types of BPP include furniture, fixtures, machinery, equipment, computers, electronic equipment, vehicles and inventory. As mandated by the Texas Property Tax Code, all business owners must file a BPP rendition each year that includes all assets used for the production of income in their possession or under their control as of January 1.

Utilizing comparable sales, income and/or cost data, an appraiser applies generally accepted appraisal techniques to derive a value for your property. All properties, both real and business personal property, are assessed as of January 1 of each year. For more information, contact one of our appraisal departments where an appraiser will be able to describe in more detail as to how we arrived at your value.

Texas Property Tax Code, Section 23.23, allows for a 10% cap on residential properties where owners have filed a residential homestead exemption. Please note that the cap is affected by the addition of new improvements added in that year (i.e., additions, pools, garages). Capped Value minus applicable exemptions equals Taxable Value.
